At 673K (\Delta G^{0}) for change of (CO\rightarrow CO_{2}) is less than (\Delta G^{0}) of  (C\rightarrow CO) . Therefore CO can easily oxidized to CO_{2} than C to CO.

Hence CO is better reducing agent than C at 673K.
