\mathrm{Lu}(\mathrm{OH})_3 is less basic and a weak base. So it dissolves in hot \mathrm{NaOH} but \mathrm{Ce}(\mathrm{OH})_3 is a strong base and does not easily dissolve in hot \mathrm{NaOH}.
