V=V_{0}\left ( 1-e^{\frac{-t}{Rc}} \right )

 At  whole current passes through capacitance; so effective resistance of circuit is 1000\Omega  and current i=2/1000=2*10^{-3}A=2mA . After sufficient time, steady state is reached; then there is no current in capacitor branch; so effective resistance of circuit is 1000+1000=2000\Omega   and current  i=2/2000= 1*10^{-3}A=1mA i.e., current is2mA  at t=0 and with time it goes to  1mA.
