F is maximum when both charges are equal and minimum when one charge =1unit

F_{max}\propto \frac{NqNq}{2\times2}\\F_{min}\propto \frac{(N-1)}{q^2}\\\frac{F_{max}}{F{min}}=\frac{N^2}{4(N-1)}
