We know that,

\mathrm{Frequency \propto \frac{Z^{2}}{n^{3}}}

For the same value of Z,

f\propto \frac{1}{n^{3}}

  \frac{f_{3}}{f_{2}} =\frac{ \frac{1}{3^{3}}}{\frac{1}{2^{3}}} = \frac{8}{27}
