(\mathrm{CM})^{2}=(\mathrm{CP})^{2}-(\mathrm{PM})^{2}

which is maximum when PM is minimum
i.e. coincides with \mathrm{M}  (i.e. middle point of chord)

Hence equation is \mathrm{2 x-3 y+4=0}
