For zero order equation, rate law is given as   

\mathrm{\Rightarrow [A]_{t}= [A]_{0}-kt}

Now, time taken for 100% completion 

[A]_{t}=0, [A]_{0}=[A]

\mathrm{0=[A]-kt\: \Rightarrow t=\frac{[A]}{k}}

Therefore, option(3) is correct
