Plank's Constant (h) -

M^{1}L^{2}T^{-1}

- wherein

Joule-sec

And as we know I=moment of inertia 

so I has dimention M^{1}L^{2}

and Plank's constant (h) has dimention M^{1}L^{2}T^{-1}

So the \frac{h}{I} will have dimention T^{-1}

which is dimention of frequency
