So, according to the question:
length of wooden strip required to frame the photograph is 2 [L + B]
                                                                                            = 2 [32 + 21] cm
                                                                                            = 2 \times  53 cm  = 106 cm

Hence, the required length of the strip is 106 cm or 1.06 m
