Both the parents need to be heterozygous i.e. they would be carriers since thalassemia is an autosomal recessive disorder.

Thalassemia is caused due to a mutation or deletion of one or more of the four genes. This reduces the rate of synthesis of one of the globin chain of haemoglobin. Thalassemia disrupts the normal production of hemoglobin and healthy red blood cells. This causes anaemia. With anemia, the blood doesn't have enough red blood cells to carry oxygen to the tissues leaving them fatigued.
