LHS IS

(3x + 2)^{2 } = (3x)^{2} + 2(3x)(2) +(2)^{2}                                           using  (a + b)^{2 } = (a)^{2} + 2(a)(b) +(b)^{2}
                     = 9x^2 + 12x + 4    

 

RHS IS

3 x ^2 + 6x + 4

\boldsymbol{LHS} \neq \boldsymbol{RHS}

Correct statement is 

 (3x + 2)^{2 } = (3x)^{2} + 2(3x)(2) +(2)^{2} = 9x^2 + 12x + 4
