Potassium permanganate oxidise the substituted ethyl group to -COOHgroup and due to presence of KOH, formed carboxylic acid salts (potassium benzoate)

The reaction works when there is a hydrogen attached to the carbon at the benzylic position, which is the position directly next to an aromatic group.
