The two figures have same height.The difference between them is one is cylinder and another is cube.

lateral surface area of cylinder = 2\times \pi \times r\times h

  =2\times \pi \times 3.5\times 7

  =154 cm^{2}

lateral surface area of cube = 4\times side^{2}

  =4\times 7^{2}   

  =4\times 49

   =196 cm^{2}

Cube  has a larger lateral surface area.
