We know that,

(\frac{a}{b})^{m}=\frac{a^{m}}{b^{m}}         \&         a^{-m} = \frac{1}{a^{m}}   

So, here    

a = 1 and b = 2 and m =-5

According to the law of exponent

(\frac{1}{2})^{-5}=\frac{1^{-5}}{2^{-5}} = \frac{-1}{2^{-5}} 

                            =(-1)\times -2\times -2\times -2\times -2\times -2 = 32
