In S_{N}1 reactions, the reaction is processed by the formation of carbocation as an intermediate and this is the rate-determining step for this kind of reaction. So the compound having more stable carbocation will react faster. In the given case 2- chloro-2-methylpropane we have 3^{\circ} carbon whereas in 3- Chloropentane we have 2^{\circ} carbon.

so 2- chloro-2-methylpropane readily undergo SN1 reaction
