Any number that can represent  in the form of \frac{p}{q}  (where \ q \neq 0) is a rational number 

Now, we can write 0 in the form of  \frac{p}{q}  for eg. \frac{0}{1},\frac{0}{2},\frac{0}{-1}  etc.

Therefore, 0 is a  rational number.
