We know the exponential formula

\frac{a^{m}}{a_{n}} = a^{m-n}        and   a^{-m}= \frac{1}{a^{m}}

So according to this 

a = -4, m = 5 and n = 8

\frac{4^{5}}{4_{8}} = -4^{5-8} = -4^{-3}

                      = (-\frac{1}{4})\times -(\frac{1}{4})\times(-\frac{1}{4}) = -\frac{1}{64}
