P(F)=\frac{2}{4}=\frac{1}{2}

P(E\cap F)=\frac{2}{4}=\frac{1}{2}

P(E| F)=\frac{P(E\cap F)}{P(F)}

P(E| F)=\frac{\frac{1}{2}}{\frac{1}{2}}

P(E| F)=1
