Effective nuclear depends upon 2 things:
(i) Nuclear charge: Total charge present in the nucleus that attracts the electrons towards itself.
(ii) Number of shielding electrons: These are the electrons present inside in the atom that repel the valence electron and thus decrease the nuclear attraction to the electrons.
Effective nuclear charge is always less than the actual nuclear charge.
