Time to reach the Ground -

T=\sqrt{\frac{2(H-h)}{g}}

- wherein

\rightarrow    H - height of vessel 

\rightarrow    h - free surface to orifice

In flow volume = Out flow volume

\frac{0.74}{60}=\pi\times 4\times 10^{-4}\times \sqrt{2gh}

h=4.8m
