Who gave Utilitarian theory firstly?

Jeremy Bentham gave the Utilitarian theory. He described happiness and sorrow as two sovereign. He said that states actions, which maximize happiness and wellbeing are good actions. He wrote a famous book " An Introduction to the Principles of Ethics and law". According to him the purpose of state should be to increase happiness and to decrease sorrow of peoples.
