It is given that radius of wheel is 28\; cm

Now, we know that 

Circumference of circle = 2 \pi r

\Rightarrow 2 \pi r = 2 \times 3.14 \times 28 = 175.84 \ cm

Now, number of rotation done by wheel to go 352 m  is 

\Rightarrow \frac{352 \ m}{175.84 \ cm} = \frac{35200}{175.84}\cong 200

Therefore,  number of rotation done by wheel to go 352 m is  200
