The given statement is False.

Now, from what’s given, we can say that,

\sum_{10}^{r=0}{20}\textrm{C}_{r} = 20C0 + 20C1 + 20C2 + 20C3 + …… + 20C10

                     = 20C0 + 20C1 + ….. + 20C10 + 20C11 + …… + 20C20 – (20C11 + ….. + 20C20)

               = 220 – (20C11 + …… + 20C20)
