\beta = \omega \sqrt{\mu \epsilon}

where \omega is the frequency in rad/s and \frac{1}{\sqrt{\mu \epsilon}} is the velocity of wave.

On substituting \sqrt{\mu \epsilon = 3×108 and \omega = 12, we get:

\beta = \frac{12}{3 * 10^8} = 4 * 10^{-8} m/s
