As we have learned

Modulation index of frequency modulation -

Ratio of maximum frequency deviation to the modulating frequency.

- wherein

m_{f}= \frac{\delta _{max}}{f_{m}}

= \pm \frac{KE_{m}}{f_{m}}

 Modulation index for frequency modulation is ratio between maximum frequency deviation and frequency of modulating signals

m_f = \frac{maximum \: \: frequency \: \: deviation }{frequency \: \: of \: \: modulating \: \: signals }

        m_f = \frac{\delta _{max}}{f_m}

Here , m_f = \frac{4.8 KHz }{1KHz }= 4.8
