If surface is irregular -

Charge density is not uniform, it is maximum where the radius of curvature is minimum and vise versa.

i.e       \sigma \propto \frac{1}{R}

 Potential energy depends upon the charge at peaks of irregularities. Since every event in the universe leads to the minimisation of energy.
