Iodination of Alkanes by the free radical mechanism is reversible and the equilibrium is shifted towards the product side by addition of Oxidising agent which oxidises the HI obtained to form \mathrm{I_{2}}.

Among the given compounds, \mathrm{HIO}_{3} is an oxidising agent which comproportionates with \mathrm{I^{-}} to form \mathrm{I_{2}} as given below: 

\mathrm{I}^{-}+\mathrm{IO}_{3}^{-} \longrightarrow \mathrm{I}_{2}

Hence, the correct answer is option (4)
