As discussed in @9352

\nu '= \nu \left ( \frac{v+v_{0}}{v+v_{s}} \right )

v_{c}= 18 \times \frac{5}{18}= 5\:ms^{-1}

v_{M}= 36 \times \frac{5}{18}= 10\:ms^{-1}

\nu '=1392\left ( \frac{343+10}{343+5} \right )= 1392 \left ( \frac{353}{348} \right )

\nu '=1412\:Hz
