As we have learnt in

\mathrm{\mathbf{f(x)\rightarrow \frac{1}{a}f(x) }}  

shrinking of a graph along y-axis occurs if we multiply all outputs y of a function by the same positive constant (here '1/a' ). 

 

first we draw the graph of y=cos x.

Then shrink the graph of cos x by 2 times along Y-axis, we get the graph of 0.5(cos x) as shown below.
