Male population below poverty line = 2.4 million ‘

So female = \frac{(5\times 2.4)}{3}=4\; million

Total population below poverty = 4 + 2.4 = 6.4

25% = 6.4

So 100 % = 25.6 million

For state T

Male population below poverty line = 6 million

So female = 3\times \frac{6}{5}=3.6

Total population below poverty = 6 + 3.6 = 9.6

15% = 9.6 million

So 100 % =  \frac{9.6}{15}\times100=64\; million 

Required ratio =  \frac{25.6}{64}=0.4=\frac{2}{5}
