f-\frac{f}{2}=2 \text { or } f=4 \mathrm{~Hz}

Here f=\frac{v}{2 l} = fundamental frequency of open pipe and \frac{f}{2}=\frac{v}{4 l} = of closed pipe.

Now new beat frequency, 

=2 f-\frac{f}{4}=\frac{7 f}{4}=\frac{7 \times 4}{4}=7
