When donor atom is of similar sizes, nucleophilic strength follows the same order of basic strength.

The basic strength of these negative charges can be decided from the acidic nature of their conjugate acid.

Order of acidic nature is IV > I > III > II. Hence, the decreasing order of nucleophilicity is 2>3>1>4. 

Therefore, option (4) is correct.
