We know that the cell potential is

\mathrm{E_{cell}^o =( E_{right}^o)_{RP} - (E_{left}^o)_{RP}}

For, the working cell there should be a redox reaction. oxidation and reduction should take place.

\\\mathrm{E_{Sn^{4+}/Sn^{2+}}^o =+0.15 \ V}

\\\mathrm{E_{Cr^{3+}/Cr}^o =-0.74 \ V}

So,

\\\mathrm{E_{Cr/Cr^{3+}}^o =+0.74 \ V}

From the above positive values, the Sn4+ will reduce (Right Electrode) and Cr will oxidise (Left Electrode).

So,

\mathrm{E_{cell}^o =(0.15)_{RP} - (-0.74)_{RP}}

\mathrm{E_{cell}^o = +0.89 \ V}

Option 3 is correct.
