The radius of a spherical conductor R=12cm=0.12m

NOW,

the electric field outside the spherical conductor is given by:

E=\frac{kq}{r^2}=\frac{1}{4\pi \epsilon }\frac{q}{r^2}=\frac{9*10^9*1.6*10^{-7}}{0.12^2}=10^5NC^{-1}

Hence electric field just outside is 10^5NC^{-1}.
