$f(x)=( 3x^2 - 9x + 5 )^9$
Now, differentiation w.r.t. x is
$f^{'}(x)=\frac{d(f(x))}{dx}=\frac{d((3x^2-9x+5)^9)}{dx}= 9(3x^2-9x+5)^8.(6x-9)$
$= 27(2x-3)(3x^2-9x+5)^8$
Therefore, differentiation w.r.t. x is  $27(3x^2-9x+5)^8(2x-3)$
