Cost of Raju's 10 pens = Rs 150

Cost of Raju's 1 pen :

=\frac{150}{10}=Rs \:15

And

Cost of Manish's 7 pens = Rs 84

Cost of Manish's 1 pen;

=\frac{84}{7}=Rs \:12

As we can see the cost of Raju's 1 pen is 15 and the cost of Manish's 1 pen is 12, Manish got the pen at a cheaper rate.
