Total electrons in  ClO^- = 17 + 8 + 1 = 26

ClO^- is isoelectronic with two neutral molecules. And these two are ClF and OF_2

In ClF= 17 + 9 = 26

In OF_2=8+ \:9\times 2=26

both species also contain 26 electrons.
