Since the water is  available  for free and here all the water is sold at the price of the milk, then the water gives the profit on the cost of 20 litres of milk.
cost of 20 litres milk =20×18=360
cost of the 25 litres of milk after mixing the water =25×18=450

\begin{array}{l} \text { profit percent }=\frac{\text { profit }}{S \cdot P} \times 100 \\ =\frac{90}{450} \times 100=20 \% \end{array}
