Do all aquatic animals breathe oxygen dissolved in water ? Explain?

Aquatic animals like fish, mussels and prawns have gills which help them breathe the dissolved oxygen in water. But there are certain mammals in water like dolphins and whales which have lungs and they take oxygen from air by coming on the surface of water.
