X_{c}=\frac{1}{2\pi fc}

X_{c}\rightarrow Capacitive reactance

f\rightarrow frequency

For DC\; f=o

\therefore X_{c}= \infty

So the capacitor does not allow current flow when connected to dc in steady-state and allows current flow when connected to AC.

Or

For ac or source circuit is complete due to the presence of displacement current for steady-state, for dc source there is no displacement current, so the circuit is incomplete.
