Let the equation of circle be \left ( x-h \right )^{2}+\left ( y-k \right )^{2}= 3^{2}  where \left ( h,k \right ) is the center
\because there are 2 arbitary constants hand k in the equation given above. so, order of the corresponding D.E must be 2.
