How do aquatic animals survive in upper layer of ocean freezes

When the Ocean freezes, only its upper layer freezes, and the water is still in its liquid form below the ice layer. 

This provides everything to the aquatic animals which they need in order to sustain and hence they thrive even in the frozen oceans.
