let the Height of the  cone = h

Radius of the cone = r 

Volume of the cone = (1/3)pi*r^2*h 

If the radius of the base of a cone be doubled, then volume become

=(1/3)pi*(2r)^2*h=  4(1/3)pi*r^2*h 

Now if radius of base is doubled then volume become 4 times
