In sky wave mode of propagation, electromagnetic waves reflect back from the Ionosphere.

Electromagnetic waves of frequencies higher than 30 MHz penetrate the ionosphere and escape. 

Hence, the frequency range of transmitting signals restricted to less than 30 MHz.
