 When i = 90 deg,    the light ray is moving along the surface of the boundary between the media. It does not enter the 2nd medium. So refraction won't occur.

So Refraction cannot cause bending as light moves one surface to another if the incident and refraction angles I and r are related as I=90, r=0.
