15 and 5 capacitors are parallel.
So resultant capacitance is 15+5 = 20
10 and 10 capacitors are parallel,
So resultant capacitance is 10+10 = 20
In parallel connection potential difference is same and in series connection potential difference is different. Similarly in series connection charges on each capacitor are same.
The potential difference across 5 and 15 are 5V.
