As torque=\tau =PEsin\theta

where P=dipole moment

and P=q*2a=1000*10^{-6}*2*10^{-3} =2*10^{-6}

using \theta =30^0 \ \ we \ get \ sin\theta =\frac{1}{2}

and using E=15*10^4 

we get \tau =2*10^{-6}*\frac{1}{2}*15*10^4=15*10^{-2} \ N-m
