Greenwich mean time is the mean (yearly average) of the time when the sun crosses the Prime Meridian at the Royal Observatory Greenwich every day. 

It is clock time, not solar time and the prime meridian which is used to measure the time when the sun crosses it is located at Longitude 0º, and every place on the Earth is measured from this line how east and west they are.
