When we send a mail to a person, when they click and open the email, that is click to open action, suppose we sent a mail to 100 people and 88 of them read the subject and clicked and opened the email its called 88% click to open rate.

After opening the mail, there could be a link to your own site, if 44 people click on it, its called click through rate. 44% is the CTR
