Why did the British preserve official documents?

British had preserved official records since they felt it would later be simpler for them to research them and argue if they write and record everything. They maintained official records because any information or proof of any decision can be read/used from the preserved documents. They think that every instruction, plan, policy decision, agreement, investigation had to be clearly written up. Once this was done, things could be properly studied and debated.
